In Vietnam, according to Article 1 of the 2004 Law on the Protection, Care and Education of Children of Vietnam, “a child is a Vietnamese citizen under 16 years old” . Thus the age of adult criminal responsibility is built on the physical and mental development of human beings; level of development in social awareness; socio-economic conditions of each country in each period. As such, the differences in national laws also reflect a lack of consensus among the international community about the age of criminal responsibility.
